Where can I go to get help for a bad septic system? Is there grants or something to help the poor with this?

We have this neighbor who has called the health dept. on us over our septic system, but when they came out they didn't see the problem. Now our wonderful neighbor has told my son he is going to pay an attorney to get the epa to make us move or get it fixed. We don't care to fix it, but we don't have the money to pay some one to do it. I have made many calls and came up empty handed. I would love to take care of this, but with 3 boys and a one parent income, we can't do anything, unless they will do it for free, and we know that ain't going to happen. If any one can help with this problem, or offer some suggestions my family and our wonderful neighbor would greatly appreciate it.
