What's the best age to start using eye cream, any recommended brands?

I'm 18 now and I will be turning 19 in march. I was reading a magazine a few months back and I remember reading that Rhianna started using eye cream at age 19. So I was just wondering when is the best age to start? And is there a specific brand that anyone would recommend, like is burt bee's good?
