Did my recruiter lie?

I went to a army recruiter about a month ago and she asked about my criminal record. Well I have a print out from a background check and showed it to her ( it is all juvenile but is really bad, 8 misdemeanor's,3 felonies,all 7-10 years ago) and she said no problem that she had just got someone in with way worse but it could take time.I then asked her about the news saying army will not have any waivers and she said she was going to get an exception to policy.I was told to get dispositions for all the charges and letters of reference. I told her I have the dean of sheriffs for florida writing one,a commissioner,my current boss,and several others and she said that was great. It has been 3 weeks and she will not return my calls or if I get a hold of her she tells me that she is not at the office or her battle buddy has the file while she is gone.I just wonder if she is making me her fall back guy or if she doesn't want to tell me I am not qualified.Please someone with good info let me know, i don't want to waste my time anymore if i cant join.
